Much of the non-Western world has not experienced what has been described here as the movement from contextual to instrumental violence. Violence has not been evacuated from society and politics in the rising number of so-called failed states, for instance, and this movement remains incomplete in many regions of the non-Western world. As will be shown later, this has created in many instances a social environment of constant violence, where there is no zone of autonomy and agency surrounding the individual and where, consequently, the individual has not fully emerged as a site of political and moral power to the extent he has in the West.
This is the consensual understanding of international politics, which has been inherited from repeated readings of Hobbes throughout the development of international studies. The series of ontological commitments about the individual, the state, and the nature of international politics contained in these assumptions is also coextensive, though, with a claim to universality that has equally been constitutive of the discipline itself and of the image it has constructed of its object of study. Hobbes’ initial postulates about the rationality of all human beings, where “every one is governed by his own Reason,” and the confrontation of rationality with the “Warre of every one against everyone,” are introduced as matters of universal principle.
It only emerges once – and where – politics has been constituted. Nor can it set standards which undermine the conduct of political life, with all its intrigues and treacheries: doing so would destroy the very structures that keep the beast-like world of omnipresent violence at bay and allow the pursuit of morality in the first place. The quest for value-driven political and social behavior must therefore remain circumscribed by the search for security and control of violence. ”7 Morality will thus come to be after politics, after rationality, and it will be able to develop in the parameters set by these elements.
